Paula O. Blunt began her career as a faculty member at Lincoln University and the University of the District of Columbia. She held positions at the Washington DC Housing Authority and the US Departments of Energy and Justice before joining HUD.

 

Blunt has served 18 years with HUD, first as deputy director for program operations, then director of economic development and supportive services, both in the Office of Public and Indian Housing. She then served as the acting deputy assistant secretary and the associate deputy assistant secretary for the Office of Public and Assisted Housing Delivery. She became the acting general deputy assistant secretary for PIH in 2001. After the resignation of Assistant Secretary Orlando Cabrera in February 2008,she was the highest ranking official at PIH until President Obama chose Sandra Henriquez to be the new assistant secretary.
