William H. Reed served as director of the Defense Contract Audit Agency for 22 years, from January 1986 until July 2008, when he resigned three weeks before the release of a GAO report critical of the agency's performance. He received a bachelor’s degree from Woodbury University in Burbank, California, and a master’s degree in management and supervision from Central Michigan University. He was certified as a California public accountant in 1973.
He started his accounting career with the Army Audit Agency, and then moved to the DCAA when it was founded in 1965, working as an auditor trainee. Reed became regional audit manager in the 1978 DCAA Northeastern Region, after serving in various management roles in the Southwest. As regional audit manager, he oversaw audit offices at companies including Raytheon, General Electric and UTC. In 1979, he was promoted to deputy regional manager; one year later, he assumed the top spot in the region.
