Maritime Administration: Who is David Matsuda?

Saturday, December 26, 2009

A veteran of Washington, DC, who has served in the Department of Transportation (DOT) and as a Senate aide, David T. Matsuda brings two decades of experience to his new position of leading the Maritime Administration (MARAD).

A native of Apple Valley, California, Matsuda, 37, earned his Bachelor of Science in engineering from Harvey Mudd College in Claremont, and his J.D. from the University of San Diego’s School of Law, passing his bar exam in 1992.

Matsuda spent four years (1998-2002) working as an attorney in the safety law division of DOT’s Federal Railroad Administration, before shifting to Capitol Hill. He started out as a Georgetown University Government Affairs Institute Fellow serving on the staff of the Senate Committee on Commerce, Science and Transportation. For his first two years, he was mentored by senior staff member Debbie Hersman, who was later picked by President Obama to chair the National Transportation Safety Board. Matsuda eventually became senior counsel and primary transportation advisor to Senator Frank R. Lautenberg (D-NJ), positions he held for six years.

In March 2009, Matsuda was appointed Acting Assistant Secretary for Transportation Policy, a post he held only for a few months. President Obama then appointed him Deputy Maritime Administrator in late July, setting the stage for his nomination to the agency’s top post in December.

Matsuda’s wife, Catherine Parsons Matsuda, works in the technology policy industry and is currently Director of Development for the Internet Education Foundation.

i anybody listening out there. the latest in the continuing record of mishandling the administration of the us merchant marine academy---appointment of a new superintendent who has absolutely no maritime background--not coast guard, navy or merchant marine. how can this new super (a west point grad and retired colonel) be presented to the maritime world as an indusry leader when he probably does not know port from starboard? the latest is the annoucement for a new deputy superintendent. the annoucement makes no requirement for any maritime or naval experience!1 i have nothing against the new supt., personnally, but i liken his appointment to placing a kings point grad in command of weat point!! what is the motive behind these appointments?? captain j.gelke

i'm not sure what mr. matsuda's motives are, but i do not approve or like the results of his time in office. my original thought was to give him the benefit of the doubt---he has now lost my confidence. i looking deeper into his maritime experience, i see he has none. he is the typical product of the political spoils system and i wonder what his agenda really is? the good thing about making a mistake is that you can always own uop and try to make it right. mr. matsuda---it's time!! j. gelke carmel, ca

it appears time for mr matsuda to leave the maritime administration. his actions show that he is upsetting the maritime industry and not helping kings point. orlando gotay appeared to be attempting to help kings point but that didn't last.

I wish Mr. Matsuda the best as Maritime Administrator. However, I implore him not to throw the baby out with the bath water. I am a proud graduate of Kings Point and want support for the academy, not just criticism. The Academy motto of "Acta Non Verbe" is more ppropriate than ever. Give them the funding, recognition and leadership they need. I will be watching with a close eye as you proceed. Good luck and Fair winds and Following Seas!! Jack Gelke, KP '55
