Church Fights Phoenix Zoning to Feed Poor and Homeless

Beginning a year ago, CrossRoads United Methodist Church in Phoenix, Arizona, began feeding the homeless on Saturdays as part of a new outreach program. Local officials complained about CrossRoads’ efforts, saying the Prodigal’s Home program violated local zoning ordinances. Church officials refused to stop giving food to the poor, and were cited last July by the city. The cease-and-desist order said CrossRoads was functioning as a “charity dining hall,” which is forbidden in that part of town. The church is now suing the city of Phoenix, arguing its food program is part of their worship service and is thus protected under the Religious Land Use and Institutionalized Persons Act.
