Pentagon Inspector General Withdraws Report on TV Campaign to Sell War

During the final week of George W. Bush’s presidency, the Defense Department’s inspector general issued a report exonerating a military public relations program that had drawn fire for trying to manipulate television and radio news coverage. At the time, some members of Congress considered the investigation a “whitewash.” Well, the inspector general’s office now thinks that something really was amiss with its own findings, and it withdrew the report earlier this week. In a move regarded as unusual, Donald M. Horstman, the Pentagon’s deputy inspector general for policy and oversight, issued a memo on Tuesday that said the January 14 report was so riddled with flaws and inaccuracies that none of its conclusions could be relied upon.

 
The PR program at the Pentagon was first questioned by The New York Times in 2008, when stories revealed that retired military officers, while claiming to be objective, were used to serve as “surrogates” and “message force multipliers” for the Bush administration, presenting administration talking points as their own opinions. It also was found that the military analysts had undisclosed financial ties to defense contractors helping with operations in Iraq and Afghanistan, raising questions of conflict of interest.
 
The January report questioned the details reported by The New York Times and claimed it could not find any instance where an analyst used special access “to achieve a competitive advantage for their company.” It also said there was “insufficient basis” to conclude that the program violated laws prohibiting propaganda. Despite the fact that the report has now been discredited, the Horstman memo states that the issue will not be revisited because the program has been terminated and none of the senior officials responsible for the program are still employed by the Department of Defense.
