Immigration Agent Sold Stolen Government Property…on eBay

Steven Kucan, a supervisor with the Immigration and Customs Enforcement (ICE) service in New York, stands accused of stealing $80,000 in government property, much of which he sold on eBay, for which he received at least $37,400.
A New Jersey resident, the veteran ICE agent stole a wide variety of items, some dating back to 1987 when he was part of the old Immigration and Naturalization Service (INS). Things Kucan lifted included computers, radios, printer cartridges, film, batteries, camera lenses, high-powered flashlights for rifles, an immersion suit, police batons, handcuffs, breathing respirators, SWAT team safety helmets, two-way radio systems, rappelling ropes, life jackets, binoculars, knives and gun holsters.
According to Peter Sampson, writing in the North Jersey Record, “After the terrorist attacks of Sept. 11, 2001, Kucan was responsible for the procurement of generators, satellite phones, protective gear, respirators and other equipment for INS agents. He also was involved in the purchase and outfitting of an INS boat, and was in control of helmets, radios and headsets…”
